The creator of this collection is unknown; however, brief notes left by the creator in the collection indicate that they knew Seibel personally. Each volume was originally cataloged separately in Boatwright Memorial Library's catalog.

Seibel's cartoons were clipped from newspapers and pasted onto paper sheets in a binder by the collection's creator. Each page has since been removed from the original binders (numbering seven volumes) and placed in a separate archival sleeve. The collection is stored in four letter-sized archival binder-boxes. Box 1, File 1 contains a set of cartoons that were not pasted into one of the volumes. These have been filed chronologically with the rest of the collection.

Fred O. Seibel (Frederick Otto Seibel) was a cartoonist for the Richmond Times Dispatch around the time of World War II. The Richmond Times Dispatch is a daily newspaper published in Richmond, the capital of Virginia, and it serves as one of the primary newspapers in the state. More information about Fred O. Fred O. Seibel published his cartoons daily, with the exception of vacation and sick days. His cartoons in this collection, clipped from newspapers, date from July 26, 1938, to February 28, 1941. Dealing with the current events of his time, Seibel's cartoons contain numerous themes, including but not limited to: presidential politics; national policy debates over isolationism, wages, and employment; U.S. international relations; the politics and events marking the beginning of World War II; Virginia politics; and Richmond-area relief for the poor.
The collection is arranged into one series. Seibel's cartoons are arranged chronologically. File folders maintain the divisions made between volumes by the collection's creator and as documented in the catalog record.
