Although listed in the document as Captain Thomas M. Gregg, this likely refers to Thomas I. Gregg who is listed in the Roster of Union Soldiers as serving with the rank of Captain in the 8th Pennsylvania Cavalry, Co. G during the Civil War.
The Brevet Major General Gregg, to whom this document refers in its "By command of" section, is likely John Irving Gregg (1826-1892).
The collection contains a handwritten special order issued by the Union army to Capt. Thomas Gregg of the 8th Pennsylvania Cavalry at "Hd. Qrs. Mil. District, Lynchburg, VA." These orders, dated June 29, 1865 and termed "Special Order No. 31," directed Capt. Thomas Gregg and two of his men to go by rail to Montgomery county, VA and to there "administer the Oath of Amnesty to those who are entitled to its benefits and are desirous of taking it." These orders were issued "By Command of" Brevet Major General Gregg, Comdg.
