Thomas Shannon was born in Albemarle County, Virginia in 1753. He served as Captain of the Middle New River Company of Montgomery County troops in the Revolutionary War. After the war, he became sheriff of Montgomery County and, later, a state legislator. He married Agnes Crow in 1778 and died in Montgomery County on Nov. 12, 1841 He is buried in Giles County.

The collection consists of a notification issued by Thomas Shannon by the Montgomery Court in January 1799 requesting Aaron Graham and company to pay the rest of his debt by February 1st 1799. Debt of 2 pounds had been collected but 17 pounds were outstanding. The notice is addressed to Aaron Graham's securities, namely Jonathan Graham, Joshua Howell, Silas Graham, Lewison Graham, and Joseph Wickham.
