Biographical/Historical Information

The Board for Barbers and Cosmetology was created by merging the Board for Barbers and Board for Cosmetology, both originally established in 1962, through legislation signed by Governor Gilmore in April, 2000. The Board regulates businesses and individuals that cut and style hair and shaves; perform manicures, pedicures and apply nails. The Board also regulates those individuals who teach barbering, cosmetology and nail care as well as schools that provide training in barbering, cosmetology and nail care. The Department of Professional and Occupational Regulation provides administrative support to the board.

Minutes and related attachments documenting the meetings, activities, discussions, policy decisions, and recommendations of the Virginia Board for Barbers and Cosmetologists. Includes official board minutes, as well as board meeting packets that include agendas, draft minutes from the previous meeting and related attachments such as agreements, correspondence, financial statements, legislation, presentations, public hearing records and comments, regulations and reports. May also include informal fact finding committee minutes.

This guide also includes minutes, registers and rosters for the Board of Barbers and the Board for Cosmetology, 1962-2000.

Topics may include sanitation and sterilization procedures for instruments used in salons and shops, pedicure and manicure nail safety, apprenticeships and educational programs, penalty and fee structures, hair braiding, tatooing, body piercing and waxing.

Electronic records often contain board meeting packets with various attachments and draft minutes, while paper records often include minutes only. There may be some duplication between paper and electronic records.

For transfers prior to 2012, records of individual boards were accessioned separately. After this, transfers of records included all boards, which were accessioned under one accession number. There is a separate finding aid for the later transfers with links provided below.
