Many are signed by the Paymaster General.  Circular No. 60, 62, 63 and 68 plus other unnumbered circulars.  Includes a memorandum from the Office of the Chief of Engineers, December 1, 1869, listing circulars issued and a description or status of each one.  1867-1869.
